The resistance you encounter is the barb not wanting to insert in the hole of the stop arm. Many folks don't have reams but they do have a drill bit set; you could bore out the inside of the arm a little in the area where the barb contacts by using a large drill bit held. I did on my first just to allow more room for the barb to slip. Applying a bit of grease to all contacting parts doesn't hurt. On my second, what I found most successful without modifying the aluminum arm was just to press the barb well inward to the center of the shaft just before I tried to install the new stop arm. The barb will reflex back but it takes a few seconds for it to fully do so and that was enough time to slip the stop arm on.
