Help with key questions, please..... (long)

2001 Saab 9-5 Wagon. Just bought it, and it only has one 3-button key/remote. I think to make a second set, I need a new uncut key from a dealer ($35), and a used key from eBay to provide the transponder/battery/battery cover. Then I have the dealer assemble my used parts into the new dealer cut key, then have the dealer program the new key to fit the car? Is that the correct method?
Now for the dumb questions: I just found out tonight that the ignition key does NOT unlock the door, or tailgate. It only works in the ignition switch. So, if my battery goes dead I will be permanently locked out of the car since I cannot unlock the door to open the hood to replace the battery? Is that right, or am I missing something?
Is there any way to buy non-chipped key blanks, so I could have some for the door? Will a 1999 9-5 2-piece (separate key & remote) key work the lock in the door if I get a new key blank and have it cut by the dealer from a code? Which key cylinder is easiest to remove to obtain a key code - door or tailgate? Will a late 9000 key blank ($15) open the door if cut to the right key code?
And, if I get a 1999 key blank cut by the dealer to fit my ignition, can I fasten my "chipped" 2001 3-button key under the dash, and start the car with a 1999 key cut to match my ignition key?
