The easiest way to check the bypass valve is to take the carpeted cover off the foot well and feel the heater core stub pipes. Careful, they can be hot enough to burn you.
Those darn heater bypass valves get stuck real easy, even when new. They are real sensitive to gunk around the valve piston o-ring. I just had to clean mine, which I replaced 6 months ago. I had a no-heat problem, too.
