You can use one of the headlight restoration kits available, but I wet sand using 400 grit sandpaper, then 1000 and 1500 grit. I follow that with rubbing compound on a 4 inch buffer pad, then a polishing compound, sometimes called scratch or swirl mark remover, on a second pad to finish up. Once you are satisfied, spray the headlight with two coats of Meguiar's Keep Clear Headlight Coating. That should last at least a year.
I'm assuming when you say bezel you mean the clear plastic lens cover. Bezel usually refers to the ring around a lens that holds the glass/plastic lens in place.
