Here is a picture of the rear shock/spring on my 2001 9-5 wagon. It looks similar to your picture with nothing more at the bottom. These are Nivomat shocks so they are thicker and the springs also. I remember several parts at the top of the spring so could something there be missing? When I installed the Nivomats many years ago I recall there was not much tension on the spring (I didn’t need a compressor) but the spring was not loose as you describe. Check the Electronic Parts Catalog or the blowup drawing on one of the vendor sites and you will see all of the parts involved. It’s not that hard to get the entire assembly off the car, just four bolts into the frame and the lower shock bolt, if you want to take a closer look now with the weather more comfortable.
