P1230 and P1820 No Start. Huh?

The wife's 2005 9-5 auto wagon cranked but did not start this morning. Read codes: 1230 and 1820. I noticed a clicking from under the dash when turning the key to ON. Five to seven clicks.
On Friday, she got a CEL on the way home from work. It was 1453, evap pressure sensor. That didn't seem important so I cleared it. It has not reappeared.
On Friday, April 5th, she had a bunch of work done by the local Saab specialist: replaced valve cover gasket and most of the vacuum lines, replaced gas tank straps, and replaced rear brake lines.
Today I cleaned out around the butterfly on the throttle body and reset the limp home mechanism. But it still won't start.
Until today's no start it had been running perfectly. Could the sudden condition and this odd combination of codes indicate an electrical problem?
What should I do now?
