I have an 02 aero, but haven't owned a pervious model, but I can tell you that the ride and the power on the 02 are exceptional. I think you'd notice an improvement in the HOT engine from you 99 9-5.
Also remember that the 9-5 is a bigger car than the is300. Like many other's who've posted I'd compare the lexus to the 9-3 Arc or Vector (the arc and vector have the same engine, if you get the wheel upgrade on the arc, you'll be just as happy as you would with the Vector).
I can tell you from one who lives in the miami Area (ok, lake worth, but I do work in fort lauderdale), that a lexus is about as common as a toyota. If you're looking for just another car go with the lexus.
I'd stick with the saab, and if you want a 9-5 go with the aero, it's a comfortable, quick, and safe ride. The stereo is pretty sweet too, I'm not sure what the is300 has, but I definitely like the 9 speaker harmon kardon in my aero.

p.s. if you ever get passed on the turnpike by a steel grey Aero, that'll be me :) There's nothing like a downshift to 3rd gear at 70 mph!
