If your daily commute takes you through EXTREMELY broken pavement such as the South Bronx (Cross Bronx Expressway/Bruckner) or the rough parts of Brooklyn NY, get the Arc.
Otherwise I assume your highways and main roads are in a reasonable state of repair, in which case, go for the Aero. Much less body roll and better handling overall.
The '02-'04 Aero is probably similar to your '94 Aero handling-wise (sharp), and definitely much more refined, comfort-wise.
My last SAAB was an '88 9000T which rode stiffly; my current '02 Aero soaks up bumps a lot better (despite having 225/45-17 tires versus the '88s 205/55-15).
I've driven the '04 Arc but the nose floats a bit too much for my taste, especially in high-speed sweepers.
Best way to figure this out is to take each one home for 24 hours--take advantage of that GM 24-hour road test program...
