When it comes to measurement tools, I avoid inexpensive ones. A decent torque wrench will last a lifetime. A cheap one will destroy a bunch of things due to mistorquing, and then you'll throw it out.
I've got a Sears clicker-type, goes up to 150 foot-pounds. I don't use it every day, but I like it. I'd avoid any fancy digital ones - just fluff to break. As compaqted (there are treatments for that), SK, Blackhawk, all good names.
That wrench will handle bigger jobs - main pulley bolts, lug nuts (ALWAYS Torque lug nuts), etc. Most only go down to 20 foot-pounds. For lower torques, I have a beam-type. That's where a bar bends, and a pointer moves over a scale. Not very high-tech, but great for low torque situations, like valve cover bolts, adjusting the automatic tranny band (9000's, ) etc. Get one that goes up to around 400 inch-pounds, or about 35 foot-pounds. That gives nice overlap with the big clicker.
Never skimp on tools. No need to get the absolute best, but a good-quality tool will do a lot less damage than a cheap one.
