Lubrication has a fantastic effect on the torque/tension relationship. Dry threads will require much more torque to get the desired tension. Threads lubricated with high pressure lubricant (moly or anti-seize) will need much less. I did a demonstration at work. Lubricated threads the desired tension occured at 60 in-lbs. Dry (grease/oil free) threads stripped the head out of the screw at 100 in-lb with out ever reaching the desired tension.
Most specifications are written around bolts being in the lightly oiled condition. This is how they come out of the box, with a light film of manufacturing oil on them. Loctite emulates this condition with their thread lockers.
