Thats not a rack problem and I agree with Dano. It's the steering knuckle that holds the steering wheel to the rack. They seize up a lot. They are pretty easy to replace. Just a 13mm bolt and nut at the top and bottom. Just be sure to line up the thread the same way or the bolt won't go in and your steering wheel won't be strait.
