The heater in your car takes a while to warm up because it runs on the heat from your engine. The actual heater unit is nearly identical to the radiator at the front of the car. When the engine warms up, it heats the antifreeze/coolant. This fluid circulates through a small radiator unit inside your dashboard, which in turn warms the air which flows through it and out the vents. You should normally feel heat once the temperature gauge enters the green zone.
I just put a brand new set of Bridgestone Blizzaks on my car this morning. I've had good luck with those, as well as Nokia Hakkapelita (sp?) snow tires. My parents have Gislaved Nordfrost on their cars, and seem pleased with them.
I would highly recommend getting winter tires on a seperate set of rims, so that you can swap the wheels off of your car on demand, rather than paying someone else to do it twice a year. They will pay for themselves in a relatively short time.
Sorry, I'm unfamiliar with induction service. Is this related to the ignition?
