Bouncing Speedometer needle

When I hit about 30mph on a smooth road I notice the speedometer needle bounce (gently) up and down (+/- 1.5mph on speedometer). It smooths out after about 45mph. At first I thought it was a warped rotor but I replaced the two in the back and the front rotars were turned and are still at an acceptable thickness. I also have new tires with about 3,000 miles on them and had my wheels balanced. Could the speed sensor be loose? If so, where could I find it so that I could tighten it.
