If it's in the car and I could get (probably a cut down socket) a wrench on it I'd jam the wrench against the ground and hit the starter motor. Almost always breaks any nut loose.
If it's out of the car one could fabricate a balancer holder similar to the volvo tool that slots into the balancer itself or another variation that uses the three boltholes in the balancer/pulley for the a/c pulley. Use the holder and a breaker bar to break the bolt loose.
The best way when the engine is out of the car is STILL to use a BF impact wrench...a good IR 1/2" impact should deliver 600ftlbs negative/loosening torque with compressor delivering 125psi, if not for long because the wrench sux air. I've heard of people fracturing crankshafts with impact wrenches, but since I've never done that or seen it or heard a rational explanation, I have to believe the crank snout was nicked or otherwise flawed internally and the impact wrench just accelerated a failure that would have happened later.
And if the wrench doesn't loosen the bolt, use it on your mother-in-law!
Just kidding.
