Basically, the ABS light can come on for a whole host of reasons. But if the ABS detects something out of the ordinary, the light will come on. For example, if one wheel isn't turning AND the brakes aren't applied, the ABS light will come on because it's not getting a signal from that sensor. It would be telling you there's a sensor fault. That kind of fault clears if the ABS gets the sensor signal again.
I had a problem where the parking brake stuck slightly on one rear wheel. Normally it just breaks loose the second I start driving. But this was a snowy day, and the road was covered in packed snow. So that rear wheel could actually slide. I got an ABS light. Once I hit some less-slick road, the wheel started turning, and the light went out. In some cases you need to shut off and restart the car to clear the light.
