Serious running problem 16V turbo. Please Help!

The car in question is a 1985 900T 16V. It is of totally standard spec.
I have recently finished rebuilding this car as a project, and suffered no problems with the engine up until about a week ago. Incidentally, I replaced the engine and turbo in the project and fitted all new filters, vacumn line, plugs, leads, distributor cap, rotor arm etc., and the engine was totally sweet. I have only actually driven about 300 miles since completing the project.
Here is the problem.
You can start the car from cold, and so long as you do not touch the accelerator it will run quite happily for as long as you leave it. The only problem is that the idling speed never goes over 500rpm. If you give the car some revs, and for example hold it at 2000rpm it will rise to those revs quite normally, but will start to fade and eventually try to die after about 5-10 seconds. You can keep the engine running by applying more pressure to the accelerator but the exhaust emissions become very 'rich' and strongly smelling of fuel and the engine at this point also starts rocking quite heavily on its mounts.
I thought the problem may have been fuel starvation and replaced the fuel pump, as the old one made a terrible whining noise all the time, but this has made no difference.
I have checked for vacumn leaks in the engine bay, but there are none.
Is the problem with the fuel pressure regulator or some other fuel injection component??
What can I do to fix this problem??
Any help / suggestions would be greatly appreciated.
