I would do the AMM check but not before verifying that the throttle position switch is set correctly. This tells the FI computer to run at idle using the AIC to control idle to 900 rpm. If the switch is not closed or if the wire is broken, it will think that you are running down the road and not use the AIC to regulate idle. If this is ok, I would remove and clean the AIC internally as well as the electrical contacts and verify that it is indeed working. If all this checks out, it may very well be the AMM. Check the o2 sensor to see if it goes into regulated mode (oscillating voltage on the o2 sensor lead WHILE CONNECTED from about 0.3 to 0.7v). This check has to be done with a high impedance meter like a digital volt meter. Check out the link for setting base idle. Right now the site is down, but there is a section on setting base idle on a LH 2.2. (oh, right... this is not the Lucas injection, is it?)
