automatic seatbelts

I've got an 88T with passive seatbelts. When I bought the car, both seatbelts were in the back position. Fortunately, I'm able to snap and unsnap the seatbelts manually but I was hoping to fix the car to original working order (Ha Ha). I checked the fuses under the left back seat and both are fine. Is there a mechanism that disengages the automatic belts? Could it be a faulty relay? I'm hoping there are some solutions out there. Both tracks are in the back position. There are also two seatbelt clips in the little toolbox in the trunk. What do these do? Thanks
