The auto seatbelts are much too complicated a system. There are several sensors, relays, computer control units, motors etc. The multiplicity of systems and the laws of entropy require that they fail at some point in the chain, usualy in two or more places at once. My 88 had the autobelts as well. The relays failed, were replaced. They failed again, replaced. Control computer had intermittent faults, resulting in intermittent performance. The system also caused a slow drain on the battery, which would discharge the battery over night. I tore the auto belts out, and installed regular belts. Took me two hours and three St Pauli's Girls.
The clips in the tool kit are for use when the system fails. They clip into place near where the autobelt's male door piece rests when in the buckled position. You'll see it. I would attach them. When my system was failing, it would frequently unbelt while driving.
