Electrical failure? Help please!

I've just received a telephone call from my brother who is 400 miles away and temporarily stranded following a wierd electrical failure. His car is a 1991 900 16v SE.
I'll try to relay through his description what has happened. While approaching a junction, his car stalled, he described at as an ignition cut out. The battery appeared to be flat though it has never given him trouble before. He said it has started the car with ease since he bought the car six months ago. He says there were no shrieks from the alternator belts to suggest a seized alternator bearing, the ignition light always went out as soon as the car started, so he doesn't think it is a charging problem. He says that the belts were well adjusted and that the battery terminals were secure and clean. There were no indications of engine failure. Temperature etc were ok. He'd filled up the tank with fuel this morning.
Once the car came to a standstill the wasn't even enough power to illuminate the ignition warning lights on the dash. Lights bearly on, wipers unable to move. Could he have had a dodgy voltage regulator which has cooked his battery? He says that the service history prior to his purchase of the car states that it has been fitted with a new alternator.
Any help would be great as he is a prime candidate to be fleeced if he goes any where near a garage. Thanks Peter.
