If your description of the problem is accurate, and your brothers assumptions (not a charging problem), I'd say that the battery open circuited. This happens occasionally. As far as the voltage regulator cooking the battery, unlikely. If this was the case the lights (dash, headlights etc.) would have been on VERY bright. Probably if this was at night , very obvious. Also there would probably be signs of a boiling battery on the batt. tray and on the floor.
My money is on a faulty battery.
