The wiring for this stuff changed from year-to-year, so that might explain some of the confusion.
On my '89, the fan switch (on left side of radiator) would run both fans if needed while the engine was running. Switching on the A/C would also run both fans. After turning off the engine, the fan switch would only run one fan.
But there was a timer, it's like a relay screwed to the inner fender divider wall (outboard from the air filter). It's job was to turn OFF the fan in the event that the fan switch was stuck closed. If the socket for that timer is corroded, the fan may not run at all...
