Ouch. That temp gauge should never go up that high. Possible problems:
There could be air in the cooling system. It needs to be bled after being refilled.
The radiator could be leaking.
The thermoswitch (upper driver's side of the rad) could be dead or dying (not telling the fan to switch on or waiting too long to do so)
The reservoir cap may be leaking and the cooling system will not pressurize (test by very gently unscrewing it with a hot motor, just enough to hear air escape, then tighten it back up. Do not unscrew this quickly. No air hiss means the cap is faulty.)
The fuse for the cooling fan could be blown or the connectors to the fans disconnected.
And now on to the in-bred problem with 1991-1993 nonturbo motors:
The engine was set up from the factory so only one cooling fan comes on, and using the high-value thermoswitch delayed that until the temperature had begun to spike. Unfortunately, this is where head gaskets go to die. To compound the problem, the head gasket design was not so great for those motors so it's only a matter of time if the engine overheats or the coolant is not changed every other year.
Saab issued a bulletin on how to wire the car so that both cooling fans come on to cool the motor, regardless of whether or not the AC is on. (Before the other fan was strictly AC-activated.)
Here's what you need to do, assuming the radiator is intact, the cooling system is bled properly, and your water pump is still spinning:
1. Change the engine thermostat to one that opens at 82 degrees Celsius. This will allow the radiator to start cooling the coolant earlier, since the stock one didn't open until 87 degrees.
2. Change the thermoswitch to one that activates at 87 degrees Celsius (or whatever the lower rating is). This kicks the fan(s) (see later to make this plural) on earlier so the temperature will not spike.
3. Either modify the wiring so the thermoswitch and relay control both cooling fans (as in the bulletin) or, if you're like me and your AC is inoperative, wire the car up so the AC button controls the AC cooling fan. If your AC works, this will not help. If your AC is inoperative and you don't plan on fixing it or using it anytime soon, disconnect the power wire to the compressor, take off the drive belt, and jumper the two connectors on the AC pressure switch together. Voila! Your snowflake button now turns on the second fan, and you can kick it on as a preventative measure, for example, when you get off the expressway (and your car is still generating heat but the water pump has slowed down).
