Any screws on the throttle body (that aren't securing something in place) are going to be for idle or throttle plate adjustment.
I forget if the 89' non turbo has LH 2.2 or 2.4 FI...if the AMM (air mass meter) is silver it's the earlier 2.2 system, which has a mixture adjustment screw behind a tamper proof plug. The plug may be missing, in which case you'll see a brass screw you can turn w/a flathead screwdriver. DON'T turn it before you check the current setting w/an ohmmeter. Base resistance is .380 ohms as measured between terminals 3 & 6. If you've got the LH 2.4 system, I do not believe there is any adjustment you can make.
You shouldn't mess around with anything without having a good repair manual for reference. Haynes is adequate - Bentley is a lot better.
In the mean time, remove the rubber coupler that attaches to the throttle body & spray some solvent in there. Clean out whatever comes loose, then hold the throttle plate open & do it again - this time w/a rag (a big one that won't fall apart) wrapped around a long screwdriver, dowel rod or something similar that will enable you to reach past the throttle plate & wipe out the gunk & pool of solvent that will accumulate.
