It limits how much air bypasses the throttle plate. I thought these were only on old 8v CIS models, but I've been wrong before! Remove the bolt & clean out the passage w/solvent, then re-insert it all the way & back it off a few turns. With the engine running, adjust the depth so the idle is where you like it & tighten the lock nut.
You should get a repair manual...but townsendimports.com will have a lot of info you'll find helpful.
