The filter as I recall is about $25 along with a couple of feet of off the shelf hose. A lot of people just eliminate it with no ill effects. It takes about 15 minute to do. I think $200 is pretty excessive and it therefore makes me suspicious of everything else. Leaking racks are pretty common at this stage, but personally I'd want to be sure it really is leaking before shelling out the big bucks. I'd replace the filter first and then see just how bad the rack is really leaking. It sounds like your mechanic is trying to "rack" up a big bill.
