Especially when clean and not rusted. B. Millar's look excellent.
My personal pref is to always lube these before reinstall. Take off, put a little oil or grease on the area of the screw or the strap just either side of the screw, then run it either way a good distance, over the area it could possibly travel. Then install.
And absolutely, a 7 mm socket is the way to go, with a nut driver.
Don't "tighten the snot out of it" on most hoses, you will cut and crush the rubber of the hose. When lubed up so the clamp is turning easy, it's easy to feel the point at which you have gone just far enough.
As others have pointed out B. Millar's problem is very likely not having the boot oriented right, so it doesn't seat in far enough where the hoses come off the throttle body, where the original boot has the cutout. Cleaning it with solvent can't hurt either.
And I really like Jon's "keeper" strap, for high boost. What is that made of, Jon? I guess anything similar could be used.
