I can't see that copper covering being crucial to the car running. Mine is interrupted on my SPG where I had to splice on a later hall effect sensor fitting, and the car still runs just as poorly as it did with a complete copper sheathing. I would expect that it functions to thermally and electrically protect the wiring inside but if you have good spark at the plugs, then everything that could be affected by the wires in that sheath is going as it should.
You tested the fuel pump at the tank, correct? Do you know for certain that everything is flowing in the engine bay? I haven't had the issue yet on my Saab, but I have had a plugged carb on my mini, and all the spark was as it should be, and fuel flowed at the pump, but Nome was actually getting to the cylinders...
