I'm not sure that applies to the Saab engine. Most reasonably modern (last 30ish years, OHC) non-V8 & V12 engines do not require a damper for protection of the crankshaft. Whatever torsional winding occurs during normal operation is sufficiently released naturally, and even if those forces were sufficiently extreme to damage the crank the chances of maintaining a specific rotational speed long enough cause damage on a daily-driven car is pretty unlikely. I'm not smart enough to do the math and tell you what that speed is, but the number of cars made since the '80s that have damped crank pulleys (that aren't V8s and V12s...) is very, very small. I suspect that like the goofy alternator and power steering pump bushings Saab erred on the side of caution (refinement?) and kept including these legacy features long past their actual need. I obviously don't know this stuff, but I can't point to a single small OHC engine made since the '70s with a harmonic damper, and the H-motor just isn't sufficiently different from any of them to make me think it needs something they don't. I'd also *suspect* that nobody would sell even a cheap aftermarket part missing a critical component needed for protection of the engine. I suspect they did that math and knowing what we know now after 30+ years of damper-less motors that it just wasn't necessary.
