The 1985 900T employs an APC system which should provide a maximum charging pressure towards 11 PSI with a good engine and turbocharger.
Low charging pressures, as mentioned, may indicate a problem with the 900 APC system or components. During the 1985 model year, SAAB also employed an APC control unit under the 900 rear seat which are subject to water saturation or oxidation at wire harness to APC control unit terminals. Remove the harness connector and clean all contacts and inspect for oxidation. If oxidation is present at the control unit terminals, there may also be water damage to the APC control unit, which may require a function test and replacement, if necessary.
Another common culprit to generating APC charging pressures would be the three way solenoid valve mounted on the radiator support, just forward of the turbocharger. These are easily tested and may require replacement, if found faulty.
