I don't see any scenario where a T5 8v would work - there never was such a thing, and it wouldn't pass the "lookalike" test.
I don't know if they'd care about metric gauges, but I don't think they would. There are (used to be?) tons of grey market BMWs around here with original German + metric interiors. California doesn't tend to look much beyond the VIN and the emissions when licensing cars. I'm not even sure "working speedometer" is a rule. ;)
