Thanks - I suggested that to Phoenix Rack and they did not want me to do that. My guess is they are nervous as there was an error about what else could be going on and want to inspect it. It may be the clock spring scares them too.
Second and more annoying problem is one of the airbag screws is stripped. They seem to be super hard steel. Part of the reason to pull the column out was to get better access for drilling and even will drill for hard metal it was impossible. I have some fancy high Cobalt drills now, that I may try.
With the column off I was able to center the clock spring by very gently turning the shaft with the sterring wheel in place. It is about 6.5 turns end to end so about 2 turns more than the rack. Resistance on both the back and horn were ok so hopefully I did not damage it. Clock spring seems impossible to find now.
