O.K., I'm back. Thanks for the guidance, jimmy!
I performed a leak down test at the brake booster, which passed with flying colors. I put in new plugs and wires and replaced the catalytic converter. I also checked the turbo wheel and it didn't have any play in the axel and didn't seem to be bound in any way. Same result today when I took the car in for a smog test (in CA): the car doesn't have enough power to maintain 15 mph on the dyno, let alone reaching 25 mph.
Another symptom that may or may not be related is that I have seen oil pooling in the air filter canister. It appears that there may be an oil leak in the turbo system. Again, this may have nothing to do with the low power problem.
Any suggestions?
