This sounds like a classic case of something being installed wrong.
In my (extensive) experience with helping people do this I must say that only photographs are going to clear this up efficiently. Terminology is ambiguous and leads to confusion but photos will tell us which part is installed incorrectly.
Ideally you will lay out all the parts of the main gear stack in order, left to right, and take a photo. That will probably show us which part is oriented wrong and solve your problem.
Also knowing the GM----- variant of the unit may help solve this issue. Not all internal parts will swap into all cases. You may have mismatch there. Photos please.
Having said that, the last time I was asked about a similar condition it turned out that the top-hat like fourth gear bushing was being installed wrong. That bushing goes on the mainshaft first with it's rim to the rear. Then the fourth gear goes on. The rim of the bushing dwells in the recess in the rear of the fourth gear.
Also, the genuine Saab service manuals, "section 4, manual transmission" will help you greatly in assembling the unit. If this is a 1991 unit, GM45714 or GM55706 be sure to use the 1991> manual as those units are significantly different in a few regards from earlier units and somewhat harder to assemble.
