Sounds like the reverse lock out lever from the ignition switch is the locked position and the shift rod got stuck on the wrong side. This happens if the key is in the off position when you install the shift rod. You have to take the housing loose, remove the screw on the bottem, pull shifter out, turn to key to run then reinstall it all.
To verify you in the wrong place. Remove the shifter and then try to turn the key. Look inside at the short rod behind the ball socket. You will see the lever is blocked/trapped by the lever coming from the ignition cylinder. Good Luck, Bernie
