You didn't say what year but I'm wondering...maybe your shift-coupler is rotten or failing.
I like Bernie's suggestion for removing the shift lever and probing with your eyeballs to see what the reverse lockout-lever is doing when you turn the key.
But you may be operating the shifter with no effect on the transmission because the shift coupler has been or is disintegrating; maybe. It can allow for a sense of operation under your hand even though the rod into the transmission is doing little or nothing. Jack the car up, crawl underneath and instruct a helper to operate the shifter to see if it's a problem.
