First, get a good pressure gage. Not at Pep Boys or the like as thee $20.00 units are terrible. The needle has no damping and it is difficult to set base boost accurately. Second, go to the Townsend site and read all of the documants on the APC and Turbo. Verify that there are no vacuum leaks (new hose all around). Install new plugs and wires. (or verify that the gap is good and the wires are in good shape). Put the pressure gage in a T, loop the hose inside the cockpit and set base boost as outlined by the web page below. Since you are trying to diagnose a problem, set it to specification first. Verify and check operation of the APC system (what I suspect is not quite right) accorcing to the documentation. Once this works at stock settings, then work on hopping it up. Otherwise, it is money and time poorly spent.
