I have the same car you do. 94 9k with maptun. On my car, i made my base boost on the low-end (like 4.5 psi) after my maptun upgrade, but i think you should get it as low as possible. The computer can always let you go higher than base... Anyway, it sounds to me that your current problem is that you are not going above base boost at all. Is there any boost difference when you drive with the turbo solenoid completely disconnected? They frequently die (mine did) leaving only base boost, or wacky, uncontrolled boost. One trick i use to set my base boost is to use a bike pump on the wastegate hose, and make sure it starts moving at a particular psi... then i don't have to deal with hot exhaust all the time...
