to be sure it is not losing its rest pressure when off. Do you smell fuel at all? I had a slow, hard to find leak from one of the hard plastic fuel lines at the firewall on my '92 9000 turbo.
A quality carbon-cleaner like BG 44K was also a good suggestion that will improve your performance even if it does not solve your long crank problem.
It sounds like the excessive cranking condition existed prior to you changing the fuel filter, but be aware that some Bosch filters have a higher micron count and can cause excessive cranking conditions.
