The only approaches I know of are (1) buy one from the dealer, or (2) spin a used one.
The dealer can provide one with the proper mileage. They take a new one and add the miles - I don't know how, but I wouldn't be surprised if was a mechanical means. I had this done on a VW many years back.
The other is to get a used one. Yes, you can open it up and set new digits, but I think this would be detectable, and it may not work. Odometer fraud being something car manufacturers don't like much.
How is this for an idea? Get a good used speedo, and document the difference. Contact your state motor vehicle department, and ask if there is some way to do this officially. I know on the State of CT title, when you sign it over, you can state that the odo is wrong. If you can get some paperwork to back up that the car really doesn't have all that extra mileage, wouldn't that be just as good?
