As Blob says, the CS is the 'base' model. The CS has the low pressure turbo, 170 hp instead of the 200+ hp of a CSE. The CSE came with basically everything - the only real options were automatic tranny and color.
The CS could be gotten pretty basic - velour seats and no sunroof (I've seen no sunroof '96 CS). But CS options included leather, power seats, sunroof, better stereo. So CS come with a variety of equipment.
In '96, there was the CS (170 hp turbo 4), CSE (200 hp turbo 4, 210 hp V6), and Aero (230 hp turbo 4). The V6 CSE probably has the softest ride, but the engine was not a high point - avoid the V6.
The CS has a smoother ride, assuming the suspension is in good shape and stock. The CS tire is 195-65. The CSE is 205-50. The higher sidewall on the CS provides a smoother, more comfortable ride. I also believe that the CSE has a stiffer rear suspension - the fronts are the same, except for the Aero, which definately has a stiffer suspension.
