The BPC solenoid (the small three hose unit on the rad) controls your boost levels with instruction from the APC module. When you switch on cruise it moves a small air control disk upward such that your air circuit is opened enough to provide early air pressure to your waste gate so that it releases pressure early.
Your gauge reading is correct and you are making the appropriate boost for cruise.
In the event your peddle control switches become misaligned or stuck in the closed position - or if the BPC unit fails internally - it will also hold at base boost as the internal solenoid is magnetized so that the control disk will default to the earlier wastegate release point.
You car is operating correctly unless you are locked into base boost with the cruise control off.
