I assume you are talking about the bolt that actually goes through the pully.
There are 2 types of spring tensioner. The later type has a spring unit (looks like a small shock absorber) that "automatically" tensions the belt. The older type, like mine, has to be tensioned with a nut (1/2" on mine) on a long shaft using a deep socket.
You might try removing the whole steel stamping (3-12 mm bolts) that the tensioning pully is mounted on so you can work on it.
