Sometimes I can just remove the bolts on the inside nearest the engine and at the bottom, leaving the rusty ones around the fender opening and bending the liner away. There are 4 bolts not 3. You might be able to remove them without touching the fender liner but replacing them would be hard ! I cannot see how a larger dia bolt could be installed unless the pulley was drilled out and the inside fitting retapped to a larger size. Let me know what you discover.
