It is not necessary to have an existing working remote. But it does require a dealer/mechanic with a Tech II - you can't do it yourself.

Yes, you can pick up a remote on eBay for $20, and assuming it works, that will be fine. The 1/2 hour charge to 'install' it is robbery, as it takes all of 10 minutes. I assume 1/2 hour is the minimum charge. For near $120 in parts, they should do it gratis - I'd talk to the service manager, and let him know that you'd like to keep them as your service provider, but charging probably $40 for 10 minutes work doesn't incline you to keep using his services. I've had dealers quote $50 to free. I ended up with access to a Tech II and an expert (John Moss, Saab's chief service trainer).

Here's the steps-
Plug Tech II into the connector under the steering wheel
Turn the car ON
With the Tech II, go to the alarm/security screen

The alarm system can hold up to 4 remotes. From this screen, you can either erase individual ones, or all. Since you have no remotes, erase all.

Then go to the 'add remote' option and follow the instructions. You end up pressing the remote's button a few times, and then you're done.

When I got my car, the previous owner had a habit of losing remotes, so all the slots were filled. I originally went to my dealer (who would do it for free), but he wouldn't Erase All, because he had heard that if you erase the wrong one, the car can never be started again. He Was Wrong.

According to John Moss (who I trust implicitly on all things Saab), that could be true with the NG900, and with European 9000 alarm systems. The European 9000 alarm system is both more secure and more 'aggressive.' It is possible for a dealer to turn a European 9000 car into an immovable lump of metal with the wrong use of the alarm reprogramming. Not So with a US system. So you can simply Erase All, and then Add your new remote.

You might try and find a local Saab Indy with a Tech II, and see if they'll do it cheaper, or free to earn your business.
