Bought a multimeter tonight, I'll check the battery and BPC valve tomorrow.
However, with the apparatus that Advance Auto Parts sets up to test your alternator, I can see all the numbers. What I saw was in the totally normal range of a charging alternator - not at all what my EDU reports.
I've had only one fog light working for a while, so I replaced the other one's bulb today through a criminally arduous process that required hacksawing a bolt off. After starting the car, both fog lights worked.
However, when I started it a half-hour later, neither worked. All of my other lights work perfectly. Pressing the button elicits a click from the fog-light relay under the passenger airbag, but no action. I KNOW the bulbs are good - what else could this be? Should I try to switch around some of the common "A-K" relays? The 30A fuse under the hood is fine.
