Stick a 19mm wrench on the tensioner pulley bolt, and try to compress it (rotate counterclockwise, facing the engine - if the wrench is above the bolt, press the free side towards the firewall).
If you press hard, the wrench won't move. Release, and press slowly with moderate force, and just keep pressing, 20 or 30 seconds. The shock should slowly compress. Release the wrench, and the shock should extend again.
If you can easily compress the shock with a big push, the damper is shot. If it doesn't spring back smoothly, the spring is shot.
As to the pulleys - how old are they? I expect about 60 to 75K miles from pulleys. I replace them after around 60K, no matter how they feel. A really bad pulley feels like a really bad pulley - spin it, and it sounds like broken ball bearings. However, you really don't want to get to that point. If you don't know how old the pulleys are, or if they're getting up in age, take the opportunity to replace them now. The tensioner pulley has to come out anyway. If they feel 'a little' worn now, do you really want to go back in in 10K miles?
I replace my belt every 30K, and replace both pulleys every second belt (60K). Probably excessive, but losing a belt is no fun.
