Yep, it's likely the VR. TMI description follows.
I've replaced a couple of them, in situ, in a buddy's '93 Aero (used to be my car) over the last several years; it's much easier than changing the early 9k regulators (there I lay across the engine and reach down behind the intake manifold--on the later cars, I do it by feel, standing next to the RH fender).
A Bosch unit will obviously be plug and play, but one can also use a Borg-Warner VR (typically what you'd find at NAPA and the like). The biggest challenge in using one of those is that the plastic insulator block under the main B+ lead needs to be ground down a bit so the B-W regulator will physically fit.
With either kind of VR, I typically put a piece of electrical tape over the brushes and over the edge of the brush holder to keep the brushes squished down, then yank it once I have one of the sides screwed into the alternator body. The last time I changed one (a few weeks ago), it took about 20 minutes, working by flashlight.
