Under hard acceleration in a '98 CSE with premium gas you should get to or just into the red. Then the boost will back off as the ECU does its thing. If you are going into the red and getting cut out the BPC is likely the culprit.
Some people have had success cleaning out the BPC with WD40, electronic circuit cleaner, and even Fantastik kitchen cleaner. I've tried all but the last one. It can work, but a new BPC is probably in your future.
Still, check the hoses for leaks and also the wastegate for proper operation. They can stick, and actuators have been known to fail.
