My car is an 96 Aero and the plastic tube is press fit into a metal sleeve similar to the turbo oil return going into the block. So it just slides into the block with an O-ring then what "holds" it down are the two screws at the top of the manifold. However, it was very difficult to pull the tube out of the block. In retrospect, I probably could have taken a channel lock with a rubber to protect the tube at the base and turn it until it breaks the seal enough to pull out.
